The Kosovo Specialist Chambers and the Specialist Prosecutor Office are part of the judicial system of Kosovo. They flow from the findings of the 2011 Council of Europe Report which raised concern of serious violations of international law. Established by a constitutional amendment adopted by the Kosovo Assembly, they are temporary in nature with a specific mandate to try allegations of war crimes and crimes against humanity said to have occurred between 1st January 1998 and December 2000.
On the 31st October and 1st November 2019 the working group met at the Hague to discuss and finalise the draft constitution of the Independent Representative Body of Counsel. The first press release can be viewed here
