We are delighted that six Barristers from Charter Chambers have been appointed to the Specialist Regulatory Advocates list for Health and Safety and Environmental Law. This is the first update to the list since 2012, after the Attorney General’s Unified List of Prosecuting Counsel closed and the Health and Safety Executive (HSE), the Environment Agency (EA) and the Office of Rail Regulation (now the Office of Rail and Road or ORR) appointed a specialist list of advocates to perform their higher courts criminal advocacy and other non-criminal regulatory advocacy. It is a great achievement on the part of our Barristers and will give them the opportunity to make an important impact on Health and Safety and Environmental Law.
The Barristers added to the list from Charter Chambers are Thomas Buxton (Panel B), Dr. Mary-Teresa Deignan (Panel B), Jo Morris (Panel C), Oliver Renton (Panel C), Briony Molyneux (Panel C) and Laura Bayley (Panel C).

Thomas Buxton is highly qualified, and well liked and trusted by clients. With over 25 years’ experience at the Bar, he has a calm and tactful manner and will be an asset to the panel.
Dr. Mary-Teresa Deignan brings vast experience of complex, evidence heavy cases and is persistent in getting to the root of the matter for her clients. Her academic background dictates the diligence in her work, and leads to success in high profile cases.
Jo Morris brings experience in military justice and public law, amongst other areas of expertise, to the list. Her work as a prosecutor and defender for the Kosovan Specialist Chambers makes her particularly strong in International crime.

Oliver Renton combines considerable experience with an ability to keep a cool head and remain calm under pressure. He is often instructed to defend complex matters. His extensive case history and highly regarded skill set will be of benefit to the Specialist Advocates list.
Briony Molyneux contributes a client-centric approach and experience across several different areas of law to the advocates list. She is able to draw on this experience to help successfully analyse and deploy persuasive advocacy to achieve good results.
Laura Bayley specialises in professional discipline, regulatory and criminal law, her core practice being representing individuals in healthcare regulatory proceedings. Her careful preparation, significant experience and approachable style will all be important skills that she will bring to the Specialist Advocates list.
